In past years leaving the hook in to rust out worked. But now-days hooks are made out of materials that do not rust, thus if you leave the hook in the fishes mouth it could make it hard for the fish to properly feed or it could cause it's death. And whatever you do don't ever throw a dead fish back into the water.
If you can't get the hook out of the fishes mouth take it with you, even if it is too small. It is wasteful to let a fish die for no reason. You can try to keep it alive in water in case you run into a fish warden so that with help the fish might still have a chance to survive and be put back in the water.
